What is the apprenticeship levy?

The apprenticeship levy is a 0.5% charge on the payroll of UK employers with an annual wage bill above £3 million. It is collected automatically through PAYE and held in a digital account — the Apprenticeship Service — that can only be spent on approved apprenticeship training.

Who pays it?

Employers with a wage bill above £3 million pay 0.5% of their payroll into the levy each month. The government tops this up by 10%. Employers with a wage bill below £3 million do not pay the levy — but they can still access apprenticeship funding through government co-investment.

What happens to the money?

It sits in your Apprenticeship Service account. You have 24 months to spend it before it expires and is returned to government. Many employers are sitting on unspent levy funds right now — money they have already paid that is doing nothing.

How does it fund AI training?

The Level 4 AI and Automation Practitioner apprenticeship is an approved standard, funded at up to £18,000 per learner. Levy-paying employers draw that funding directly from their account — no additional cost. Non-levy employers pay just 5%, with government covering the other 95%.

What about smaller employers?

If your wage bill is below £3 million, you do not pay the levy — but you still get 95% of training costs covered by government co-investment. For the AI apprenticeship, that means a 5% contribution on a programme worth £18,000. In some cases — for learners under 25, or where a levy transfer is available — the cost can be £0.

What is a levy transfer?

Large employers can transfer up to 50% of their unspent levy funds to smaller businesses in their supply chain or community. If you are a smaller employer, it is worth asking your larger clients or partners whether they have levy funds available to transfer.
